Tiered Epcot Advice

Hi - We are traveling in March with 15 people ranging from 0 to 70. The majority of the kids are 5 and under. My family wants me to handle all of the FPs. I am trying to figure out which Tier 1 ride to choose at Epcot. I have two possible scenarios and need advice as to which one is better. We will be at Epcot on an EMH day - (8-9 am) and plan on using it. Do we: 1) book half of our group for Tier 1 Test Track and the other half for Frozen (with the rationale that the 1/2 that rides Frozen will be able to do Test Track on Rider swap) and then we all head to Soarin when the park opens; or 2) use Soarin as our Tier 1 FP (for everyone) and then we all head to Frozen as soon as the park opens and then go to Test Track right after that? The advantage of option 2 is that we all get to ride Frozen as well. Just wondering if the line will already be too long that morning for Frozen and Test Track?

FP for Frozen for mid morning or early afternoon.
Rope drop Soarin'
Head to Test Track after Soarin, if the line is still short (less than 15-20 minutes, ride Standby), if it's longer, ride the Single rider line.

Can't do Standby single rider because we have a few kiddos that can ride Test Track. Think Test Track would be too long of a line that early for EMH? Is Test Track usually a shorter line than Soarin? And THANK YOU for taking the time to answer my questions! Very much appreciated!

That's a rough one! Maybe you should FP FEA, and go to Soarin' at RD. I wouldn't want to RD FEA with a group that big, because it's a lot of walking, and then you have to come back because the rest of WS doesn't open until 11:00.
Because your whole party can't do TT, I'd try to get a 4th FP for that one. Are you going the week before or after Easter? The 4th FP will be tougher, but this is what I'd do:

9:00 - 10:00 FP SE
10:00 - 11:00 Character Spot (if you want it)
11:00 - 12:00 FEA

Edited because I forgot about EMH!
RD Soarin'
Living with the Land, Nemo, Turtle Talk, the Seas.
9:30 SE with FP (if you get behind, skip this until late afternoon)
10:00 Character Spot with FP
10:30 Meet Anna and Elsa
11:00 FEA with FP
Lunch and wander WS.
As soon as you scan in for FEA, start looking for FP for TT. Look in groups of 2 and modify to get overlapping times. If you get your FP for TT in late afternoon or evening, M:S and SE shouldn't have waits. Others could do Figment with the littles or play in the exit areas of TT and M:S. (They still have that at M:S after refurb, right? It's a fun one!)

ETA: With a group of 15 and strollers, it's going to take you twice as long to get anywhere as it would a family of four. I wouldn't try too much racing around. There are still a lot of people at EMH!

Are you only doing one day at Epcot? We did one day at future world with Soarin as our FP and one day at WS with Frozen. If you're doing only one day, your option 2 sounds good. Or, you could always spend a million dollars to stay concierge level and get the 3 extra fast passes and you wouldn't have to worry about tiers! :-)

When we were there last year (end Feb into March) We were able to RD both Soarin and TT, then we hopped back in the standby line for Soarin (30 minutes by that time)

Frozen FP for everyone.. And as stated by pp, the other attractions can be done either on standby or later in the day as your second FP selection after Frozen..

We did an early breakfast at garden grill and hit Soarin right after one year, and were able to ride it twice in a row

We have an 8:20 Garden Grill reservation time. If we get there at 8am, is that enough time with 2 kids to meet characters, eat breakfast and be to Soarin or TT early? How early do they open the rides?

They do a good job of getting you out pretty quick and the restaurant is very close to Soarin. I don’t remember the exact times in our situation, because it was two years ago, but I do remember that we ate and got in line for Soarin and got right on, and when we got off there was only a like a 15 minute wait so we got back on again. I’m sure you’ll be good with getting on Soarin, just rush there after you eat, but don’t rush too much through your meal at GG , it’s a great restaurant with great character interaction.
