Do they start at point of purchase or first use? Just wondering if I should purchase now with a September trip coming up to avoid any price increase.

First use. You need to activate them on site at Guest Services before you can use them.

Yes. Go to concierge near the front desk.

To activate an annual pass, you need to go to a park (ticket window or guest services window) or Disney Springs guest services. The resort concierge desks do not have the software or training to activate annual passes.

You will need to show your DVC membership card and photo ID when activating the AP at guest relations.
