Going to WDW first full week of February, bringing son, his wife and 2 grand daughters...
Hoping there will be Free Dining as we are spending a ton of money as it is.
Anyone think it may happen?

No.
FD is generally for travel dates in August, September, November, and December.
You may get a S/P/D discount which is not free dining.

Play, Stay, Dine and stay was just announced, we did it last year. This quote is from today on "mousesavers"

Play, Stay, Dine Package Offer

Get a discount on the dining plan (and maybe the room) when you book a package including a room at an official Walt Disney World resort, park tickets and a Disney dining plan. Valid arrival dates are 1/1/19 – 3/9/19. Minimum stay is 3 days, and you must get 2-day or longer park tickets. As long as you check in on a valid date, you get the full discount all the way until the end of your stay (up to 14 nights).

  • When staying in a Moderate or Deluxe resort, you must add at least the standard Disney Dining Plan and can upgrade to the Deluxe Dining Plan. Cost to upgrade to the Deluxe plan: $40.76 per night for adults, $15.50 per night for children. There’s no discount on the cost of upgrading to a fancier dining plan.
  • When staying in a Value resort, you must add the Quick Service Dining Plan but can upgrade. Cost to upgrade to the standard Dining Plan: $22.99 per night for adults, $4.20 per night for children. Cost to upgrade to the Deluxe plan: $63.75 per night for adults, $19.70 per night for children. There’s no discount on the cost of upgrading to a fancier dining plan.
The overall discount in the past has been primarily a 40% or so discount on the dining plan, sometimes combined with a very small (10% or less) discount on some rooms and room types. The tickets have always been full price. We are still evaluating the actual discount calculation and will update when we figure out how it works.

As always, the best approach is to get the final price with tax for your vacation with various options, or let your travel agent do it for you. Don’t get fixated on the specific percentages; look at the actual all-in cost.

When booking super-popular offers like this one, it can be hard to get a long block of dates, especially at popular resorts. Weekends book up first. If you have trouble finding availability for your dates, see if you can get the discount if you drop off one or two days at one end or the other, and then book those few dropped days with a percent-off discount or even full price. If you select the same room type for both bookings, they should be able to keep you in the same room for the whole trip.

Offer excludes Villas at Grand Floridian, Bay Lake Tower, Bungalows at Polynesian Bungalows & Villas, Cabins at Copper Creek Villas & Cabins, Little Mermaid (i.e. Standard) rooms at Art of Animation Resort, Campsites and 3-bedroom villas. As with all Disney promotional discounts, some resorts, room types and date combinations will not be available. It’s important to be flexible if you want to book a discounted room.

Book by 1/2/19.

I've never seen FD in Feb. However, several years ago we did book a package where the discount nearly equaled the cost of dining so it worked out about the same. This was staying a Value.

Although this has already been answered I'll share some comments:
  • 2011 & 2012 were the last 2 years where Free Dining was offered during Jan/Feb/Mar.
  • From 2013 and onward it's been Stay, Play & Dine (aka SPD) or more recently renamed to Play, Stay & Dine (PSD)
  • Each year there are rumors of Free dining returning for Jan-Mar and it never does
  • Free dining (when offered) is a shell of itself with the numerous restrictions (i.e. limited resort & room category availability & requiring Park Hopper) as well as only offering the Regular Dining Plan at Deluxe resorts (where a Room Only discount is often the better play).
  • SPD or PSD is primarily a discount on the dining plan (not free dining). You can see the full details of how the discount works HERE: https://www.disboards.com/threads/stay-play-dine-2019-calculation-thread.3708403/
  • And as previously stated, LM rooms at AOA are rarely (if ever) included in any discount
