Resort Packages and cg capacity

has anyone ever noticed a big difference in camp ground capacity due to packages being offered? for example a new pac. starts the week of our stay where kids stay and play free ( free kid's uph pass) and I am wondering if since the discounts usually don't affect the campground( or at least the last time I asked didn't) if it makes it busier or less busier( more stay at all stars or moderate or more people come in general)
