Do you think there are video cameras on the verandahs?

Not with the kind of cameras they are describing, which are viewing down the whole length of the ship. It’s not an individual camera on each verandah.
That would only capture the very edge of a verandah. So, sure, if you lean on the railing, then you're probably on camera. it wouldn't capture much else.
 
There was a thread years ago about this and it was hilarious, I mean the nautical mile club.
But since it's been sorta brought up again, I'm curious: what happens if folks are 'caught in the act'? Would DCL react? If yes, just a reprimand or outright banning?

A balcony is a public area, not a private area. Yes, cruise ships have cameras from the front to the back looking at the side of ship. There are dividers so not likely they can see into a balcony and they can't see into a stateroom, but they do need to watch for people going overboard.
