local rental car locations -closed?

Plans are for July 2021, flying into Honolulu and taking a transfer to Waikiki hotel (part of Costco package) and renting a car near hotel the next day for the remainder of the trip dropping off at the hotel when we leave (4 days Waikiki and 8 days Aulani). Are all the local rental car locations closed? I keep getting sold out when I try to book anything local, the only place I can get a car is at the airport
