If you just ordered food at the bar - it wouldn’t generate a bill. I guess you could leave a tip in cash if you felt like itI really appreciate this info and any other tipping info from anyone. I have never been on a cruise or to an all-inclusive resort, so I feel a bit lost as what to do, if anything, for your servers at meals and such. Tripping on drinks for which you are charged extra seems relatively obvious, but what if we don't order any such drinks but still get food at the Sublight Lounge, for example?
We tipped Valet, Bell service, left money for housekeeping all in cash.Tipping is mentioned on the Starcruiser FAQ.

The inclusion of a recommended tip on the receipt is kind of awful and confusing, but is probably just the default in whatever software/device they're using.
The drink receipts are large and folded in a way that you could easily miss that they have already automatically added the tip. I would guess a lot of people that just add a tip to their bill and don’t look closely at the bill could miss it (raises hand). I would always add to the 18% - but I would guess a decent amount of people missed the 18% entirely and just double tipped.
