What are the restrictions for renting water craft?

I was just reading that the height requirement for water mice is 5' and the minimum age is 12. Is that for the driver, or passengers too? What water craft rental options are there for a family of 4, including a 7 and 10 y. o.
 
A child must be at least 12 years old and at least 5-feet tall to drive aSea Raycer. There is a maximum combined weight of 320 lbs permitted for a Sea Raycer. At least one person in the boat must have a valid drivers license.

Drivers of pontoon boats must be 18 years of age.

Drivers of canopy boats must be 18 years of age.

All drivers under the age of 18 MUST have a parent or legal guardian sign a release.

Drivers 18 years of age must provide ID with birth date.

The new "water mice" boats they have at Ft Wilderness, Contemporary, GF and Poly are faster than the old boats, hence you must be 16 to pilot by yourself.

The "water mice" boats at the Yacht Club you can still be 12 and drive one yourself.

We had a Breathless illuminations cruise last week and we asked our captain what was the difference. He said the boats at the Yacht club don't go more than 5 mph where the ones on the Seven Seas Lagoon are new and can go 22 mph.
