In San Juan you can walk to the fort in Old San Juan, and tour that. Easy walk, and you can see it from the pier.
If I remember correctly there may be a free beach right by the pier, but since the storm damaged the island I am not sure what is there now.

We went to both of these ports (and St. Kitts) this past Bovember and we walked in both places. (Although we did the train in St. Kitts)
For San Juan, walking in Old San Juan is easy (we used this guide https://thejellybeans.net/docs/WalkingTour_PuertoRico_SanJuan_OldSanJuan.pdf ) and it worked out pretty well. And the "Save a Gato" cat sanctuary is along that walk right before you get to the fort, which was kind of a neat surprise seeing so many chill cats around.
For St. Maarten, you can walk out the port area and down a narrow sidewalk to the beach, it's a bit of a walk, but we did it with a 3 year old ok. When you get to the beach you will be hit up quite often by people wanting to rent you beach chairs, just be aware of that. A few of the buildings had hurricane damage, but there were repairs ongoing then. You also have the option of taking a water taxi over (For a fee).
