Whats the best glue for glass?

Whats the best glue for attatching glass beads to a glass votive holder? I tried Aleenes jewelry glue and scotch max adhesive and they both initially worked but then they came off. I woud like to put a candle in it so I guess it should not be highly flamable. If I can't find any I'll just use electic votives.
