Can non-guests use resort water taxi to Disney Springs?

I'm hoping to have local friends meet us at our resort (POFQ) and take the water taxi together to dinner in Disney Springs. Will they be able to use that free service even as non-Disney guests? Can they park at the resort?

I'm a first timer, so have no idea how the transport system works!

Yes, they can.

Absolutely. They can use any of the transportation options around WDW. Buses, ferries/boats, and monorail.

As the PP's have noted, yes indeed your friends can use the water taxi.

They can park at POFQ as well. When they pull in they just tell the guard that they are meeting a guest that is staying there. They will probably have to show ID.

One of the boat operators told me they can a fair number of guests everyday who treat the boats like another ride. When we go back in June I will be taking the boat myself just to check out our 2 favorite resorts POR and FQ.
