disney ITT question

My local ITT office said disney is no longer allowing them to purchase no expiration tickets and if we want to add it we have to add it at the gate.

I used to always buy no expiration tickets at ITT and it was cheaper than adding it later. Is this just an issue with my local office or are other people seeing it at their office too?
 
I know that we could not add hopper or water parks and more at the office. We had to go the gate and do it! We could only purchase the base ticket. Kind of PITA!
 
Oh yuck, that is a pain :(. We can still add water parks and park hoppers but not no expiration. I guess it varies by location then.
