It's a screenshot from a PDF titled "California Public Report on The Villas at Disneyland Hotel" hosted on DVC's site. As you're an owner, you can see it yourself here: https://disneyvacationclub.disney.go.com/collateral-docs (sign-in required).

So it's official, but also approximate (which it indicates) as there may be variations or changed plans.
