The Kroger offer for happy gift cards (if that is what you are referring to) is online and gets shipped to you; you don't need to live near a Kroger's to purchase them. Otherwise, your best bet is probably to purchase at BJ's where Disney is usually 4% off + the 2% your credit card gives you (I am assuming you have a credit card that gives you at least 2%). A BJ's online membership cost $10 but you can get a one day online shopping pass for free. Another thought is that most of the Amex offers expire on 12/31 so if you wait intil the end of next week, it is possible we will see some new Amex offers out.
Also, raise has Disney gift cards right now for 1.26% off plus you can get 5% cashback from mr rebates plus the 2%+ from your credit card.
One more point, someone recently had a very difficult time with their BJ's purchase of Disney gift cards that came unactivated and it was a hassle dealing with them. However, most other people (myself included) did not have that problem.
On the other hand, I had a horror story with a Disney egift card from Target a few summers ago and a few people had problems getting theirs last summer. I posted about it here:

The point is, at some point every one of these stores can have a problem and it can happen to anyone. So I wouldn't avoid any one store based on one or 2 glitches.
