But they won't orphan points. If they had 26, they likely would not sell 25 and lose the 1. I suspect they do pick and chose somewhat. Also, it seems they sell them when they get them at times rather than holding them for the wait list.
While I am not necessarily arguing your point, it would be more common for DVD to get contracts with a point total in multiples of 5's than a random odd number. What if DVD ends up with, let's say, 28 points? Would DVD prefer to fill a request of 26 points and orphan 2 points or the one with 25 points and orphan 3 points even if the 26-point request is at the bottom of the waitlist while the 25-point one is next in line??
